		<description><![CDATA[ In the Transmission Customer meeting on Wednesday, February 25th 2009 an issue was discussed regarding a reduction in our Firm Network Set-aside rights when there is a reduction in TTC due to a planned or unplanned line outage.  It is Power Supply Operation's understanding that anytime a line outage causes a reduction in TTC on that path then Transmission will curtail any tags that are impacted by the outage, including schedules utilizing Firm Network Set aside rights.  It is also our understanding that if schedules are not curtailed, then we are within our scheduling rights for that transmission.  Due to the non-transparency of certain transmission information available to Power Supply to accurately calculate reduced transmission rights when an outage occurs, we rely on these curtailments to give us accurate and timely information as to what our transmission rights are when impacted by a transmission line outage on both real-time and day-ahead.  Please confirm that Power Supply's understanding of this process is correct.  Thank you for your time!]]></description>
